Action Taken at July 3, 2012 Meeting
Shall the commission:
114. Approve the 2012 Bellingham airport tariff schedule? Staff recommended and the airport advisory committee agreed to a $1.00 a day increase for parking in the main lot. The increase from $9.00 to $10.00 per day will generate an estimated $500,000 per year in revenue. The daily rate at overflow lots will remain at $9.00. The average occupancy rate at the main lot is 82 percent and at overflow lots it is 45 percent. (Consent Agenda C) Approved 3-0
115. Authorize the executive director to sign a $8,532 contract (amendment #3) with KPFF Consulting Engineers of Seattle for additional design of the Shipping Terminal and main pier repair/replacement project? The original contract was approved at the 6/7/2011 meeting, vote #95, for $139,000 and a contingency fee of $13,900 for a total of $152,900. This amendment is for two Shipping Terminal tasks: biological assessment and SEPA checklist. This amendment brings the total contract to $262,782. (Consent Agenda D) Approved 3-0
116. Authorize the executive director to sign a contract to renew the port’s property insurance coverage? The $492,937 in property insurance will be with Alliant Insurance Company of Newport Beach, Calif., for the period 7/1/2012 through 7/1/2013. This premium is a 12 percent increase to over the $440,299 coverage that was approved at the 7/5/2011 meeting, vote #102. (Consent Agenda E) Approved 3-0
117. Authorize the interim executive director to sign a document to dismiss a pending legal case against Michael Donoian? On 18/9/2011, a vehicle driven by Mr. Donoian ran into a building at Squalicum Harbor Mall and damaged surrounding landscape. Mr Donoian left the scene of the accident and was arrested a short time later. Mr. Donoian’s insurance company reimbursed the port $14,105, the entire cost of repairing the damages. The document (Compromise of Misdemeanor) will allow the charges for leaving the scene of the accident to be dismissed. (Consent Agenda F) Approved 3-0
118. Modify a lease with Index Industries for the 300 Harris Avenue property? At the 11/16/2010 meeting, vote #159, the commission approved a 10-year lease with Index Industries. The company manufactures switches, sensors and controls for industrial vehicle, engine and equipment markets and will move their manufacturing facility from Stanwood. Building renovations were substantially completed in January 2012; Index desires two additional improvements. Painting a portion of the exterior of the building and approximately 600 feet of concrete curb. Index will pay for all costs associated with the improvements. (Action Item 1) Approved 3-0
119. Authorize the interim executive director to apply for a $425,000 state grant for a remedial investigation/feasibility study of the Blaine Marina, Inc. site? The Blaine property is on the state’s hazardous sites list, petroleum hydrocarbons have been identified in the soil and groundwater. A portion of the timber bulkhead is at risk of failure and action is needed to prevent the spread of contamination into Blaine Harbor. The property falls under the Model Toxics Control Act, making the port eligible for state grants to reimburse 50 percent of the cleanup costs. The total project cost is estimated at $935,000. (Action Item 2) Approved 3-0
120. Authorize the interim executive director to sign a $156,500 contract (amendment #6) with Landau Associates of Edmonds to conduct a supplemental remedial investigation of the Cornwall Avenue landfill? At the 7/3/2007 meeting, vote #85, the commission approved a contract with Landau Associates to finalize the remedial investigation/feasibility study of the Cornwall Avenue landfill. The port sold 49 percent of the landfill (11/15/05 meeting, vote #111) to the city of Bellingham for $2,450,000. The property is located at the foot of Cornwall Avenue. Remedial action is required under the state Model Toxics Control Act. A draft remedial investigation/feasibility study was submitted to the state in 2003. This amendment will address a recent state request for additional groundwater quality data. This amendment brings the total contract to $602,110. (Action Item 3) Approved 3-0
121. Authorize the interim executive director to award the low bid of $248,491 to Western Refinery Services of Ferndale for paving, striping and seal coating? The Squalicum parking lots for Gate 3, 5 and 12 will be seal coated and restriped, there will be miscellaneous striping and asphalt repairs and the installation of concrete curbs at 300 Harris. The most expensive part of the project is repaving the Teal Jones Lumber Services parking lot and Yard 2 (east) in Sumas at $155,439. The work was advertised and two bids were received. A contingency fee of $37,274 brings the total contract to $285,764. (Action Item 4) Approved 3-0
122. Authorize the interim executive director to accept a $4,195,701 federal grant for Bellingham airport security? The U.S. Department of Homeland Security grant is for a larger checked baggage inspection system. It involves explosive detection machines, supporting infrastructure and building to house the operation. The port will purchase and install the system and be reimbursed for 95 percent of the cost by the Transportation Security Administration. (Action Item 5) Approved 3-0
123. Authorize the interim executive director to sign an agreement with Western Washington University for a pre-feasibility study of a barge container service facility? It could lower costs for Whatcom County and Canadian businesses that truck their products to Seattle for transport via barge to Alaska. This study will update previous reports; the cost shall not exceed $5,000. (Action Item 6) Approved 3-0

124. Authorize the interim executive director to award the low bid of $106,582 to Henefin Construction of Bellingham for painting and maintenance projects? There are five painting projects: Blaine Boating Center, Squalicum Gatehouse 12, Harbor Mall tenant and public restrooms, 625 Cornwall and 300 Harris Street. There are two maintenance/painting projects: Harbor Center Building and 1000 F Street (StorkCraft). The projects were advertised and five bids were submitted. A contingency fee of $15,988 brings the total contract to $122,570.(Consent Agenda A) Approved 2-0, Jim Jorgensen absent.
125. Approve the 2013 strategic budget schedule? The schedule starts with the commission budget retreat on June 28, lists two items in July, six items in August, two items in September, nine items in October, five items in November and ends with filing the budget with the county treasurer on December 3. (Consent Agenda B) Approved 2-0, Jim Jorgensen absent.
126. Authorize the interim executive director to accept a $2,851,514 federal grant for the Bellingham airport? The Federal Aviation Administration grant will allow the completion of the apron rehabilitation project for area 1 and area 6 and the ramp de-ice containment. The apron is paved with asphalt; it has cracking and water is pooling. The goal of the project is to extend the life of the pavement for another twenty years. The existing de-icing system is being converted to a system that will capture fuel spilled during re-fueling. (Action Item 1) Approved 2-0, Jim Jorgensen absent.
127. Authorize the interim executive director to award the low bid of $3,249,201 to Interwest Construction of Burlington for the Gate 8 ramp replacement and de-icing containment project? Concrete is replacing asphalt at Gate Ramp #8, new asphalt is replace existing asphalt for a portion of taxiway H, the de-icing system will be improved with fuel spill collection and containment systems and a fuel spill containment system will be installed at the truck staging area. The low bid was $190,376 below the engineer’s estimate. FAA grants will reimburse the port for 90 percent of the eligible costs. The work was advertised and five bids were received. A contingency fee of $324,920 brings the total contract to $3,574,121. (Action Item 2) Approved 2-0, Jim Jorgensen absent.
128. Authorize the interim executive director to sign a $369,243 contract (amendment #4) with URS Corporation of San Francisco for construction support services for the Gate 8 ramp replacement and de-icing containment project? The services will be inspecting and testing concrete and asphalt pavement, storm drainage piping, de-icing and fuel spill containment structures, electrical monitoring and control systems. This amendment brings the total amended amount to $692,743. The federal government (FAA) will reimbuse the port for 90 percent of the eligible costs. (Action Item 3) Approved 2-0, Jim Jorgensen absent.
129. Modify a property lease with Pacific Cataract and Laser Institute of Chehalis? The institute was founded in Chehalis in 1985 and currently has eye clinics in five western states. At the 2/6/2007 meeting, vote #27, the commission approved a twenty-five year lease with two fifteen renewal options for 1.9 acres at the Bellingham airport. The institute had a 7,500 square foot building constructed on the site for an eye clinic. The lease provides for rent adjustments at five year intervals. Over the next five years the monthly rent will increase from $3,724 to $4,097. (Action Item 4) Approved 2-0, Jim Jorgensen absent.
