Shall the commission:
99. Authorize the interim executive director to renew the port’s property insurance coverage? The $423,615 in property insurance will be with Alliant Insurance Company of Newport Beach, Calif., for the period 7/1/2010 through 7/1/2011. This premium is 8 percent below the previous premium which was approved at the 7/7/2009 meeting, vote number 101. (Consent Agenda D) Approved 3-0
100. Authorize the interim executive director to spend $57,127 to purchase lobby seating from Washington State Correctional Industries for the Bellingham airport? The purchase of two modular units to hold 100 seats was approved at the 6/1/10 meeting, vote number 90. (Consent Agenda E) Approved 3-0
101. Approve a lease modification with Allegiant Air for reimbursement of flights to Long Beach, California? On 7/1/2010, Allegiant Air started nonstop service from Bellingham to Long Beach. The one flight a day, three times a week, Tuesday, Thursday and Sunday, will be on MD-80 aircraft. For a one-year period, from 7/1/2010 to 6/30/2011, the port will reimburse the airline $3.00 per enplaned revenue passenger flying from Bellingham to Long Beach. The reimbursement is to assist the airline in their marketing of this new destination. Port staff estimates the cost at $63,000 based on a projected 21,000 passengers and port operating revenue from the new service at $174,000. (New Business 1) Approved 3-0
102. Authorize the interim executive director to sign an $8,000 contract (amendment #2) with Landau Associates of Edmonds for the remedial investigation/feasibility study of the Cornwall Avenue landfill site? The Cornwall Avenue landfill is located at the foot of Cornwall Avenue. The original contract was signed at the 7/3/2007 meeting, vote number 85, and amended at the 11/4/2008 meeting, vote number 122. The costs will be divided between the port 12.5 percent, the state 12.5 percent and city of Bellingham 75 percent. This amendment brings the total authorized contract to $156,930. (New Business 2) Approved 3-0
103. Authorize the interim executive director to sign a $49,950 contract with Anchor QEA of Seattle for the Squalicum Creek restoration project? Anchor QEA (formerly Anchor Environmental) will produce a conceptual plan for major components of the project: habitat enhancement of the creek estuary, modification of two bridges, removal of the concrete bottom between the two bridges and replacement of a sewer trunk line, A contingency fee of $5,050 brings the total contract to $55,000. (New Business 3) Approved 3-0
104. Authorize the interim executive director to award the low bid of $794,112 to DMSL Construction of Arlington for the Northwest Fuels demolition and soil remediation project? The work includes the demolition of a 3,000 square foot building, removal and disposal of 5,000 cubic yards of petroleum-impacted soil and installing stormwater controls. The work was advertised and eight bids were received. A contingency fee of $79,411 brings the total contract to $873,523. (New Business 4) Approved 3-0
105. Authorize the interim executive director to sign a $116,637 contract (amendment #1) with Aspect Consulting of Seattle for construction management at the Northwest Fuels remeditation site? The first contract approved at the 3/2/2010 meeting, vote number 45, addressed engineering and design services. This contract addresses the remediation of the petroleum-impacted soils, removal of the building and restoration work. A contingency fee of $13,000 brings this contract to $129,637 and the total contract to $252,790. (New Business 5) Approved 3-0
106. Authorize the interim executive director to award the low bid of $1,274,818 to Tiger Construction of Everson for phase 4A of the Bellingham airport parking lot expansion project? The contract is for planning, engineering and construction of 300 parking spaces. The contract also includes the application of herbicides on Slater Road. Approximately 14 acres of wetlands on the east side of the airport will be used for the parking lot expansion. The wetlands will be mitigated to the Slater Road site. The Slater site needs to be weeded and sprayed this fall. The work was advertised and 10 bids were received. A contingency fee of $127,482 brings the total contract to $1,402,300. (New Business 6) Approved 3-0
107. Authorize the interim executive director to sign a $95,005 contract (amendment #1) with Pacific Survey & Engineering of Bellingham for phase 4B of the Bellingham airport parking lot project? The original phase 4A contract was approved at the 3/2/2010 meeting, vote numbe 43. Phase 4B is the wetland fill and mitigation permits portion of the project. A contingency fee of $21,605 brings this contract to $116,610 and the total contract to $224,635. (New Business 7) Approved 3-0
108. Authorize the interim executive director to sign $134,500 contract with Reid Middleton, Inc. of Everett for inspection and the evaluation of piling, pier support structure and decking? The Firebelle pier and Gillnet loading zone in SqualicumHarbor and the Bellingham Shipping Terminal will receive evaluations with additional evaluations of the shipping terminal bulkhead structure. The evaluations will identify current conditions and recommend repairs to maintain the use of the facilities. A contingency fee of $13,450 brings the total contract to $147,950. (New Business 8) Approved 3-0
109. Authorize the interim executive director to accept $94,259 from the state of Alaska for the installation of a sewer line at berth one of the Bellingham Cruise Terminal? The installation of the sewer line is $32,470 and indirect costs are $61,789 with $54,321 going for city of Bellingham permitting fees. (New Business 9) Approved 3-0
110. Authorize the interim executive director to sign a $32,470 contract (amendment #1) with Razz Construction of Bellingham for installation of a sewer line at the Bellingham Cruise Terminal? Razz Construction is working on cruise terminal improvements that were approved at the 5/4/2010 meeting, vote number 77. This vote brings the total amended contract to $335,374. (New Business 9) Approved 3-0

Shall the commission:
111. Authorize the interim executive director to sign an agreement loaning a pavement marking machine to Snohomish County? The port will loan a paint sprayer to Snohomish County to paint FAA required markings at Paine Field. The agreement begins on 7/1/2010 and expires on 6/30/2011. (New Business 1) Approved
112. Authorize the interim executive director to accept two federal grants totaling $7,046,450 for the runway/taxiway project? At the 3/16/2010 meeting, vote number 51, the commission authorized the interim executive director to accept a federal grant of $20,151,094 for a fire truck, runway 16/34 and taxiway “A” rehabilitation project? At the same meeting, vote number 53, the commission approved the low bid of $26,341,955 to ICON Construction of Tukwila for the runway 16/34 and taxiway “A” rehabilitation project? The federal grants will fund 95 percent of the costs of the airport projects. (New Business 2) Approved 3-0
113. Authorize the interim executive director to award a $1,176,193 contract (amendment #2) to URS Corporation of San Francisco, Calif., for the runway/taxiway project? The original $138,685 contract for engineering and design was approved at the 5/5/2009 meeting, vote number 78. Amendment #1 for $23,205 was approved at the 5/4/2010 meeting, vote number 71. This amendment is for design revisions: $158,685 and construction management: $1,017,508. (New Business 3) Approved 3-0
114. Authorize the interim executive director to obtain a license from Burlington Northern Sante Fe Railroad (BNSF) to utilize their property for the Northwest Fuels remediation project? The license has a $500 fee. The railroad property is adjacent to Northwest Fuels property. The railroad property will be used for stockpiling the cleaned soils. A bulk fuel terminal operated at 2800 Roeder Avenue from the 1930s until 2007. Tenants at the site have included Shell Oil (1935 to 1969) and Northwest Fuel Company (1969 to 2004). In early 2002, Northwest Fuel merged with another company to form Transmart Petroleum. Federated Insurance will pay for ninety percent of the cleanup, $1,011,774 and 50 percent of the remaining costs can be recovered under a state grant program. Shell Oil is still liable for any remaining contamination removal costs after site remediation. (New Business 4) Approved 3-0
115. Authorize the interim executive director to sign (amendment #20) to the contract with Anchor QEA (formerly Anchor Environmental) for the Whatcom Waterway cleanup and marina project? Approximately $70,037 approved for NOAA relocation will be used for engineering, preliminary design and cost estimates for rail improvements. This vote doesn’t change the total approved contract of $5,366,487. (New Business 5) Approved 3-0
