Action Taken at April 6, 2010 Meeting

Shall the commission:

55. Authorize the interim executive director to sign a memorandum of understanding with the state of Washington for potential use of the Bellingham airport as a disaster staging area? (Consent Agenda C) Approved 3-0

56. Ratify $258,009 in final emergency contracts for acquisitions requested by the federal government for the Olympic Coordination Center? At the 12/15/09 meeting, vote number 189, the Port Commission approved an emergency declaration for acquisitions up to $275,000. Emergency items purchased include: public address system; nine 50-inch flat screen monitors, six ceiling-mounted projectors and screens, desk chairs, coat racks, wall clocks, blinds, fax/photocopying machines and building access control. (Consent Agenda D) Approved 3-0

57. Approve a memo that describes the scope for the 2010 review of the port’s moorage model? Moorage revenue accounts for over 30 percent of the port’s total revenue. The port’s Marina Advisory Committee will complete the moorage review by the end of this year. (Consent Agenda E) Approved 3-0

58. Approve a modification to the research facility lease with Bellingham Technical College? In October 2007, the state of Washington designated the Waterfront District as an Innovation Partnership Zone. A $1 million state grant was awarded to the port (6/17/08 meeting, vote number 91) to be used for construction of the Innovation Partnership Zone research and training facility. The port had a 10,000 square-foot facility constructed in the former G-P tissue warehouse—now called the Marine Trade Center. At the 3/3/09 meeting, vote number 38, the commission approved a ten-year research facility lease with Bellingham Technical College. This modification clarifies the utilities and services the port will provide until 12/31/11. Starting on 1/1/12, Bellingham Technical College will pay the port yearly rent of $1.20 a square foot, escalating by 4 percent annually, plus utility charges. (Consent Agenda F) Approved 3-0

59. Authorize the interim executive director to award the low bid of $92,185 to B & B Paint Company of Bellingham for multiple painting projects? The projects include: the Bellingham Cruise Terminal, Fairhaven Station, Blaine Boating Center office and other metal structures and buildings. The work was advertised and seven bids were received. A contingency fee of $9,215 brings the total contract to $101,400. (Consent Agenda G) Approved 3-0

60. Award Small Cities Economical Development Grants totaling $80,000 to Blaine, Everson, Ferndale, Nooksack and Sumas? The port started the small cities grant program in 2004. The city of Blaine will receive $20,000 ($50,000 cash match) for a stormwater facility to serve the former Blaine airport. The city of Everson will receive $17,000 ($25,000 cash match) to complete the Everson/Nooksack comprehensive sewer plan. The city of Ferndale will receive $10,000 ($10,000 cash match) for surveying permitting and design work to build a regional stormwater facility. The city of Nooksack will receive $15,000 ($15,000 cash match) for the Everson/Nooksack comprehensive sewer plan. The city of Sumas will receive $18,000 ($15,000 cash match) for engineering services to rebuild Railroad Street. The rebuild project will receive $158,135 in federal funds. (New Business 1) Approved 3-0

61. Authorize the interim executive director to sign a $156,350 contract with Safety & Security Instruction of Tucson, Ariz., to implement an employee training system at the Bellingham airport? The Interactive Learning System is delivered by the Internet. A contingency fee of $10,000 and sales tax of $13,290 brings the total contract to $179,640. (New Business 2) Approved 3-0

62. Authorize the interim executive director to sign a $295,558 contract (Amendment #1) with URS Corporation of San Francisco, Calif., for the Bellingham airport passenger terminal expansion project? The current terminal was built to handle 9,500 passengers per month and the current passenger load is 8more than 30,000 per month. The terminal will be expanded from 26,000 square feet up to 86,000 square feet. This amendment will finance final design drawings and phase I construction permits. The original contract for $474,952 was approved at the 3/3/09 meeting, vote number 47; this amendment and a $50,000 contingency fee brings the total contract to $820,510. (New Business 3) Approved 3-0

63. Authorize the interim executive director to sign an $106,725 contract (amendment #8) with Reid-Middleton, Inc. of Everett to rebuild laterals F and G at Gate 3? This amendment will determine the feasibility of dredging, upland disposal of dredge material and the future direction of the project. The original contract for $414,000 was approved at the 6/6/06 meeting vote number 71, and amended at the 2/6/07 meeting, vote number 21, and 8/21/07 meeting, vote number 99. Since amendments three through seven did not involve money port commission approval was not required. This amendment brings the total revised contract to $586,730. (New Business 4) Approved 3-0

64. Approve the $2,500,000 purchase of three parcels of land and buildings located adjacent to Whatcom Waterway? The parcels at Roeder Avenue and C Street are owned by Meridian-Pacific Highway LLC. They include 53,000 square feet of land, 31,972 square feet of buildings and 250 lineal feet of float/dock in Whatcom Waterway. Total acquisition does not include closing costs of $60,00 and $250,000 for the port’s share of environmental costs. (New Business 5) Failed 1-2, Mike McAuley and Scott Walker opposed

65. Approve a lease with Spyglass Vision Clinic for the Bellwether Building? The lease is for 1,400 square feet of space in suite 104 at 11 Bellwether Way. Port revenue for the five-year lease (5/1/10 through 4/30/15) will be $134,763. (New Business 6) Approved 3-0

Action Taken at April 20, 2010 Meeting

Shall the commission:

66. Direct the port staff to prepare a letter in response to NOAA analysis concluding the Port of Bellingham proposal is not a practicable alternative to the Port of Newport’s proposal to build a new pier? The letter will be signed by all three commissioners. (New Business 1) Approved 3-0

67. Authorize the interim executive director to sign an agreement with the federal government $430,148 for the runway/taxiway project? The low bid for the project was approved at the 3/16/10 meeting, vote number 53. The agreement amount was approved at the 3/16 meeting but was not included in the actual award. (New Business 2) Approved 3-0
