Shall the commission:
116. Sell approximately 18,589 square feet of surplus property to Steven and Carol Wright? (Public hearing held at July 20 meeting) In 2005, the Port of Bellingham acquired waterfront property from Georgia-Pacific. In October 2009, Steven and Carol Wright filed a complaint in Superior Court for adverse possession of property in The Waterfront District formerly known as New Whatcom. To avoid legal and court fees, the port offered the Wrights the contested property except the railroad right of way for $50,000. All closing costs will be paid by the Wrights. 117. Establish basic rules and regulations governing reimbursement and payment of petty cash expenses? The state auditor recommended a more detailed separation of petty cash and change funds. Petty cash amounts totaling $1,470 are established at the following offices: accounting, Squalicum, Blaine, airport and Cruise Terminal. Change funds totaling $1,950 are established at the following machines: Gate 12, Harbor Center, Gate 3, BCT locker, Bellingham airport baggage claim and Blaine Boating Center. 118. Authorize the interim executive director to sign a temporary land use permit for the Slater Road wetland mitigation site? For 10 years, the port has been working with state and federal authorities to find an appropriate wetland mitigation site. Unable to find a site, the port has requested temporary use of 37 acres of state of Washington property on Slater Road near Tennant Lake to create a wetland. The project will mitigate 8.6 acres of wetland fill and .29 acres of wetland buffer at the Bellingham airport that is being used for the parking lot expansion project (see July 6, 2010 meeting, votes 106 and 107). The temporary land use permit for herbicide application on 32 acres will be issued at no costs. Future land use permits will be $10,000 per year for 10 years. Revenues generated by the parking lot will be used for the yearly permit fee. (Consent Agenda E) Approved 3-0
119. Approve a lease with Chinook Enterprises for property at 3720 Williamson Way? Whatcom County owns the building (see County Council meeting on 7/27/2010, votes 134 and 137) and it was constructed with funds that require the use by persons with disabilities or other employment barriers. The building was used by Current Industries for many years until it filed for bankruptcy this year. Chinook Enterprises of Skagit County is a similar nonprofit organization that was encouraged by businesses that used Current Industries services to expand to Whatcom County. This five-year lease is only for the property at Bellingham airport. (New Business 1) Approved 3-0
120. Renew the land lease with Mount Baker Products? The tenant produces plywood products on 6.7 acres at 2929 Roeder Avenue. The rent for the five-year renewal period (8/1/2010 through 7/31/2015) will be $765,849 plus state leaseholder tax. The lease may be renewal for three consecutive five-year terms. (New Business 3) Approved 3-0
121. Authorize the interim executive director to award the low bid of $199,973 to Granite Construction of Bellingham for repairing, sealing, coating and restriping port property? The work involves repairing damaged pavement, crack sealing, seal coating and restriping at the Bellingham airport, Gates 2 and 3 at Blaine, Squalicum weblockers, Bellwether promenade, 815 Coho Way, 625 Cornwall, Sumas, Fairhaven and the shipping terminal. A contingency fee of $20,000 brings the total authorized contract to $219,973. The work was advertised and three bids were received. (New Business 4) Approved 3-0
122. Authorize the interim executive director to award the low bid of $286,549 to Hyteck Roofing of Lynden to reroof building #2 at the Fairhaven Marine Industrial Park? Seven buildings in the park were identified as needing new roofs. This is the third building to be repaired; it will receive a seamed metal roof, new gutters and downspouts and minor structural upgrades. The work was advertised and two bids were received. A contingency fee of $28,654 brings the total authorized contract to $315,203. (New Business 5) Approved 3-0
123. Authorize the interim executive director to sign a $104,908 contract with Reid Middleton, Inc. of Everett for rehabilitation of the southwest and Alderwood retention ponds at the Bellingham airport? The southwest pond serves two-thirds of the runway/taxiways, commercial apron, general aviation areas and one-half of the Mitchell Way development area. The work is eligible for federal (FAA) grant funding. This contract will include up to 30 percent of design and permit levels; it will verify the required stormwater capacities, determine the impact of full-build out, select the best alternative and submit the SEPA/NEPA checklist with documentation. A contingency fee of $10,491 brings the total authorized contract to $115,399. (New Business 6) Approved 3-0
124. Authorize the interim executive director to sign a $270,648 contract (amendment #3) with URS Corporation of San Francisco for the Bellingham airport terminal expansion program? The terminal will be expanded from 26,000 square feet up to 86,000 square feet. This amendment will provide architectural design services for passenger activity for the next 15 years. It initiates a design to accommodate a peak hour load of approximately 550 passengers. This amendment brings the total contract to $1,401,731 (New Business 7) Approved 3-0
