Action Taken at July 1, 2008 Meeting
Shall the commission:
93. Authorize the executive director to award the low bid of $33,366 to Blacktop, Inc., of Billings, Mont., for multiple paving projects? Three areas will be paved: the Harbor Center parking lot, Blaine marina and boat launch parking lots. The work was advertised and two bids were received. A 20 percent contingency fee brings the total contract to $41,000. Approved 3-0
94. Authorize the executive director to renew the port’s property insurance coverage? The $379,706 in property insurance will be through the broker Alliant Insurance Company of Newport Beach, Calif. In the past (see 10/2/08 meeting, vote number 113), the property and liability insurance year has run from 10/1 through 9/30. The property insurance year is changing to 7/1 through 6/30. The property insurance premium for 2008-2009 is approximately 4 percent more than 2007-2008 coverage. Approved 3-0
95. Ratify the action taken by the executive director regarding the fishing vessel “Sea Lad?” The port came into possession of the vessel due to the owner’s failure to pay $2,725 in moorage fees. An auction was held (see the 4/1/08 meeting, vote number 46) and the vessel wasn’t sold. It was in danger of sinking, creating environmental damage and possibly damaging floats and docks. The “Sea Lad” was demolished at a cost of $16,593. The state will reimburse the port under the derelict vessel program for 90 percent of the cost. Approved 3-0
96. Authorize the executive to sign a $106,935 contract (amendment #6)1 with Blumen Consulting Group of Bellevue to complete a supplement draft environmental impact statement for New Whatcom? The draft EIS was issued in January 2008. This amendment will analyze potential impacts of the preferred alternative. In the past, the city of Bellingham and the port have financed the contract 50/50. The port will fund this amendment. This amendment brings the total contract to $682,780. Approved 3-0
1The original contract was approved at the 12/12/06 meeting, vote 139; amendment 1 at the 3/6/07 meeting, vote number 41; amendment 2 at the 8/21/07 meeting, vote number 95 and amendment 3 at the 11/6/07 meeting, vote number 126. Amendments 4 and 5 didn’t require Port Commission approval.
