Action Taken at August 19, 2008 Meeting
Shall the commission:
98. Reduce petty cash funds at Squalicum Harbor and the Bellingham Cruise Terminal? Squalicum Harbor has reduced their change machines to three and Bellingham Cruise Terminal no longer has change machines. The petty cash fund at Squalicum Harbor will be reduced by $400 to $1,460 and the petty cash fund at the Bellingham Cruise Terminal will be reduced by $300 to $850. This vote revises Resolution 1243 passed at the 4/3/07 meeting, vote number 44. (Resolution 1259) Approved 3-0
99. Update policy and procedures for public access to port records? This vote adopts minor revisions to Resolution 1221A passed at the 7/5/06 meeting, vote number 77. (Resolution 1260) Approved 3-0
100. Recognize Karen Morse for her 15 years of service and dedication to Western Washington University and the larger Bellingham community? The commission appoints Karen Morse as an honorary “Port Captain” and wishes her the very best in the new chapters of her life. (Resolution 1261) Approved 3-0
101. Authorize the executive director to sign an $847,593 agreement (Amendment #1) with the Standard Parking Corporation of Chicago for the management of pay parking lots at the Bellingham airport? This agreement is for the staffing of three cashier booths, three shuttle busses with drivers and a graveyard shift to assist late arriving and early departing passengers. The agreement runs from 8/1/08 through 12/31/09. Approved 3-0
102. Authorize the president of the Port Commission to sign an agreement with Western Washington University regarding the creation of a development entity? The purpose of the agreement is the development of a waterfront campus. This agreement will create a board of directors. An agreement at a later date will include: annual operating budget, bylaws and development concepts. Approved 3-0
103. Authorize the executive director to sign a $118,380 contract with Aspect Consulting of Seattle for the first phase of the remedial investigation/feasibility study of the former Georgia-Pacific mill property? It is part of the property acquired by the Port of Bellingham in January 2005. Soil and groundwater contamination requires remediation under the Model Toxics Control Act. A 10 percent contingency fee brings the total contract to $130,218. Approved 3-0
104. Authorize the executive director to sign a $49,600 contract (amendment #5) with Landau Associates of Edmonds to complete the remedial investigation/feasibility study of the Weldcraft site? The original contract was approved at the 5/7/04 meeting, vote number 48. This amendment brings the total contract to $263,300 and it has been extended to 6/30/09. Approved 3-0
105. Authorize the executive director to request a state grant increase of $25,000 for the remedial investigation/feasibility study of the Weldcraft site? The port is eligible for state grants to cover 50 percent of the remedial investigation/feasibility study by Landau Associates. Approved 3-0
106. Approve an agreement with the city of Blaine for phase one of development in the Gateway area of the wharf district? The Blaine City Council on 11/13/07 approved amendments to the comprehensive plan for the wharf district. The Port Commission at the 12/18/07 meeting, vote number 137, approved a master plan for improvements to Blaine Harbor. This agreement specifies responsibilities and obligations for the first phase of the development. Approved 3-0
