Action Taken at August 21, 2007 Special Meeting
This was a joint meeting with the Bellingham City Council to discuss New Whatcom.
Shall the commission:
92. Approve supplemental agreement #4 with the city of Bellingham for New Whatcom in the amount of $352,413? This authorizes — with the city adding the same amount — the next phase of the waterfront redevelopment. The money will fund additional analysis for the environmental impact statement, master plan and development regulations. Approved 3-0
Action Taken at the August 21, 2007 Meeting
Shall the commission:
93. Authorize the executive director to accept a $75,000 state grant to be used toward the implementation of the National Pollutant Discharge Elimination System? The federal Clean Water Act and the state Water Pollution Control Law require industries to obtain stormwater discharge permits. The commission voted at the 6/5/07 meeting, vote number 81, to adopt stormwater management protocols. The grant will help offset the costs to implement permit requirements through 6/30/09. Approved 3-0
94. Authorize the executive director to execute a $393,075 contract (amendment #43) with CollinsWoerman Consulting Group of Seattle to complete the master plan for the New Whatcom project? This vote funds the preparation of the master plan for the preferred alternative identified in the environmental impact statement. The port and the city of Bellingham finance this contract 50/50. This amendment brings the total contract to $1,606,349. Approved 3-0
95. Authorize the executive director to execute a $90,825 contract (part 2, amendment #2) with the Blumen Consulting Group of Kirkland to complete the draft environmental impact statement for the New Whatcom project? Changes in the scope of the EIS work required this amendment. The part 1 contract for $56,330 was approved at the 7/18/06 meeting, vote number 93. The part 2 contract for $348,905 was initally approved at the 12/12/06 meeting, vote number 139; amendment #1 for $31,875 was approved at the 3/6/07 meeting, vote number 41. The port and the city of Bellingham finance this contract 50/50. This amendment brings the total part 2 contract to $471,605. Approved 3-0
96. Authorize the executive director to execute a $17,000 contract (amendment #2) with A.C. Kindig & Co. of Redmond for stormwater analysis to support the draft environmental impact statement for the New Whatcom project? This amendment provides for the analysis of additional data and alternatives. The inital contract ($15,000) and amendment #1 ($5,000) were less than $25,000 so they didn’t need commission approval. The port and the city of Bellingham finance this contract 50/50. The amendment brings the total contract to $37,000. Approved 3-0
97. Authorize the executive director to execute a $43,079 contract (amendment #1) with 3 Kings Environmental of Battle Ground, Wash., for demolition of two buildings and a foundation at the Bellingham airport? The company is already performing demolition work (approved at the 6/5/07 meeting, vote number 80) at two sites in Bellingham and one (9/4/07 meeting, vote number 107) in Blaine. The contract includes a 20 percent contingency fee for a total of $51,695. This amendment brings the total contract to $278,359. Approved 3-0
98. Authorize the executive director to execute a $278,5000 contract (amendment #1) with David Evans & Associates of Bellingham for design and permitting services for phase 3 of the airport parking lot expansion project? Phase 3 will add an additional 870 spaces bringing the three phases to 1,316 spaces and a grant total of 1,931. The contract includes planning for phase 4 of the parking lot project, which anticipates an additional 400 to 600 spaces. The original contract for $226,664 was approved at the 6/5/07 meeting, vote number 80. This amendment brings the total contract to $453,500. Approved 3-0
99. Authorize the executive director to execute a $21,005 contract (amendment #2) with Reid Middleton, Inc. of Everett, for additional dioxin testing before dredging for a reconstruction project at Squalicum Harbor? During initial testing, dioxin was reported in all four sampling zones. Results in two of the zones are near the limit for open water disposal, which is ten times less expensive than upland disposal. The original contract was approved at the 6/6/06 meeting, vote number 71 and amendment #1 approved at the 2/6/07 meeting, vote number 21. This amendment brings the total contract to $460,675. Approved 3-0
Action Taken at September 4, 2007 Meeting
Shall the commission:
100. Authorize the executive director to sign a memorandum of understanding with Western Washington University, Bellingham Technical College and All American Marine regarding collaboration in a proposed Bellingham - Innovation Partnership Zone? The state legislature created the IPZ program in 2007 for areas that possess or plan for commercially valuable research capacity; globally competitive firms in research-based industry; education/training capacity. The port sees this as an opportunity to apply for this zoning designation for most of the New Whatcom area. The port will submit an application to the state by 9/19/07. Approved 3-0
101. Authorize the executive director to accept a federal grant for $3,182,009 that will go towards completion of six projects at the Bellingham airport? The grant requires the port will put up 5 percent or $167,474 in matching funds. The grant will pay for repairs to the terminal apron and deicing containment; crack and fog sealing on runway 16/34; building new apron taxi lanes; repairs to taxiway C; construction management of the apron work and the installation of temporary hardstands. Only the temporary hardstands will be completed in 2007. This grant will pay for slightly over half of the estimated costs of the projects; additional funding will be sought in 2008. Approved 3-0
102. Authorize the executive director to execute a $20,420 contract (amendment #3) with Bennett Engineering of Bellingham to develop a long-term strategy to manage leachate at the woodwaste landfill site? Bennett Engineering has monitored the Bellingham airport woodwaste site since 1995; the site was part of the port’s G-P land acquisition and is on the state list of hazardous waste sites. Currently, the approximately 4,000,000 gallons a year of leachate is being transported by tanker truck to the G-P treatment lagoon. Bennett is working on a plan to construct a pump station and dispose of the leachate in the city of Bellingham’s sewer system. This amendment is for leachate sampling and analysis, permit research and more detailed design for leachate management. The original contract was approved at the 6/7/05 meeting, vote number 66; amendment #1 was approved at the 10/4/05 meeting, vote number 97, and amendment #2 at the 11/7/06 meeting, vote number 118. This amendment brings the total contract to $106,905. Approved 3-0
103. Authorize the executive director to execute a $6,000 contract (amendment #3) with Landau Associates of Edmonds for services to comply with the National Pollution Discharge Elimination System? A $14,500 contract began in August 2006 and covers three sites: the airport, the ferry terminal and maintenance shop. Landau has been providing compliance support for quarterly monitoring and reporting to the state plus additional services such as staff training, level response assistance and public records request support. Amendment #1 extended the expiration date of the contract and amendment #2 for $10,000 was approved at the 6/5/07 port commission meeting. This vote extended the contract through the end of 2007 and brings the total to $30,500. Approved 3-0
104. Authorize the executive director to award the sole bid of $297,129 to Bering Industrial Contractors of Edmonds for utility and ramp repairs? Corroded and missing pipe hangers and corroded sprinkler piping at the Bellingham Cruise Terminal will be replaced; portions of the sprinkler piping at Arrowac Fisheries will be wrapped to protect it from saltwater and a damaged section of the fire protection line at Squalicum Harbor (Gate 3) that failed a recent test will be replaced. The work was advertised and one bid was received. The contract includes a 23 percent contingency fee for a total of $383,504. Approved 3-0
105. Authorize the executive director to accept $108,995 from the state of Alaska for repairs to a pedestrian loading ramp? The tide requires the ferry-loading ramp to be periodically adjusted by state of Alaska employees; the ramp wasn’t adjusted resulting in damage to it. The repair work is combined with the bid reported in vote 104. Approved 3-0
106. Authorize the executive director to execute a $49,000 contract (amendment #2) with 3 Kings Environmental of Battle Ground, Wash., for the disposal of petroleum-contaminated soils? The contaminated soils were discovered during demolition of the T & M Protein site in Blaine. 3 Kings is performing demolition work in Bellingham; the originsal contract was approved at the 6/5/07 meeting, vote number 80, and amendment #1was approved at the 8/21/07 meeting, vote number 97. This contract includes a 25 percent contingency fee for a total of $61,250. This vote brings the contract total to $339,609. Approved 3-0
107. Authorize the executive director to execute a $80,983 contract with HB Hanson of Lynden, for the construct concrete hardstands project at the Bellingham airport? These temporary hardstands will serve to minimize safety concerns due to failing pavement and jet blast from increased commercial airline use until the asphalt terminal apron can be repaired. It is expected that a federal grant will cover 95 percent of the cost of this project. The contract includes a 15 percent contingency fee for a total of $93,150. Approved 3-0
