Shall the commission:
65. Authorize the executive director to extend the $225,090 contract with Advance Building Services of Everett for janitorial services? This is the annual contract for janitorial work at 25 port facilities. The contract is $9,853 (4.85 percent) above last year. The contract runs from 7/1/05 to 6/30/06 and includes a 15 percent contingency fee of $33,764 for a total of $258,854. Approved 3-0
66. Authorize the executive director to sign a $48,562 contract with Bennett Engineering of Bellingham, to monitor the wood waste landfill at the airport? As part of the G-P purchase agreement, the port assumed responsibility to monitor the sites iron and manganese contamination. Bennett Engineering has monitored the site for 10 years. Insurance will cover 50 percent of the project. The contract includes a 15 percent contingency fee of $7,285 for a total of $55,847. Approved 3-0
67. Authorize the executive director to accept a $25,000 state grant for a remedial investigation/feasibility study of the Cornwall Avenue landfill? The initial remedial investigation /feasibility study was completed in 2000; the state has sought further sampling and a revised remedial investigation/feasibility study. Landau Associates of Edmonds has been retained to do the revised study. The state will pay 50 percent of the ports costs. The $80,000 fee for the states oversight is ineligible for reimbursement. The oversight fee will be shared between the potentially liable partiesthe port, city of Bellingham and state Department of Natural Resources. Approved 3-0
68. Authorize the executive director to amend the interagency agreement with the state to extend the Bellingham Bay Demonstration Pilot Project? This extends the completion date to 6/30/07. Of the initial $150,000 grant, $100,000 has not been spent. The $50,000 was paid for a person to coordinate the cleanup activities. Approved 3-0
69. Authorize the executive director to sign a $42,000 contract with Landau Associates of Edmonds for environmental consulting at the American Wood Treaters site in Sumas? Formaldehyde contamination was found in 1998. Since 2002, American Wood Treaters has been responsible for investigating the extent of the contamination and a remediation plan, but has not produced an acceptable plan. All parties have agreed that the port and state will develop the plan and American Wood Treaters will implement it. Landau expects to finish the plan by early fall. The contract includes a 15 percent contingency fee of $12,000 for a total of $54,000, Approved 3-0
70. Authorize the executive director to sign extension #3 for the Harris Avenue shipyard study? The expiration date has been extended to 3/31/06. The original deadline of 6/30/04 was extended to 6/30/05 (see 6/15/04 meeting, vote number 66) because the remedial investigation/feasibility study had not been completed. A draft was given to the state last August to review and they requested additional sampling for upland contamination. A state grant will cover 50 percent of the additional sampling costs (see 3/1/05 meeting, vote number 41). Approved 3-0
71. Authorize the executive director to sign a two-year lease with Marine Spill Response Corporation of Everett, for office and shop space in Squalicum Harbor? Marine Spill Response recovers, stores and cleans-up oil spills for corporations and governmental bodies. The space is for the storage/maintenance of oil spill response equipment/supplies and related work activities. The annual rent for the 2,160 square foot space is $24,238. The lease can be renewed for three one-year periods. Approved 3-0
72. Terminate a lease in Blaine and approve a new 40-year lease? The new lease allows Point Roberts Press to construct a two-story building at 225 Marine Drive in Blaine. Phase 1 will demolish the current building and construct a two-story building; construction starts in 90 days and finishes in one year. The top floor of the building will be for Point Roberts Press and the lower level will be rented to marine related users. During the first fiveyears of the lease a second phase will add 8,000 square feet to the building. The lease includes three 10-year renewals. Approved 3-0
73. Authorize an additional $100,000 for the airport terminal remodel project? Currently there are no restrooms in the secured area of the terminal building. Installing restrooms in the secure area will be added to the remodel project (see 1/4/05 meeting, vote number 12) which was scheduled to be completed by mid-July; the restrooms will add a couple of weeks to the project. Approved 3-0
