Action Taken at September 6, 2005 Meeting

Shall the commission:

88. Authorize the executive director to sign a $316,600 contract with LMN Architects of Seattle to provide planning and engineering services for the New Whatcom redevelopment project? The architectural firm will generate development plans for the 137 acres of former Georgia-Pacific property. Approved 3-0

89. Authorize the executive director to sign a $118,060 contract with CollinsWoerman of Seattle to provide planning and engineering services for the New Whatcom redevelopment project? The total cost of Phase 1 (this vote and the previous vote) is $434,660, with $400,000 funded by a state grant and $17,330 each between the city of Bellingham and the port. Approved 3-0

90. Authorize the executive director to allow the city of Bellingham to use the Laurel Street parking areas during the construction phase of the Depot Market Square project? It will be used for vehicles with city parking permits and construction vehicles. The authorization is for 10 months, after that it will continue on a month-to-month basis. The city will pay $2,000 per month or a minimum of $20,000. Approved 3-0

Action Taken at September 14, 2005 Meeting

Shall the commission:

91. Authorize the executive director to take three actions pertaining to the Bellingham airport security area remodel? Award the low bid of $337,896 to Tiger Construction of Everson; spend up to $180,000 for seating (terminal and security area) and accept a federal grant for $144,000 for the security area remodel. At the 1/4/05 meeting, vote number 12, the commission approved spending $1,438,978 for the terminal remodel project. The above vote brings total terminal spending to $1,915,127. The Tiger Construction contract includes 10 percent contingency of $33,789 plus $57,700 for design and permits for a total of $429,385. Approved 3-0

Action Taken at September 20, 2005 Meeting

92. Declare the building at 4167 Mitchell Way as surplus? Federal Express Corporation leased this building at the Bellingham airport until 12/31/03. The port has attempted lease or sell the building but it remained vacant. SIS Flight has expressed an interest in purchasing the building. (Resolution 1214) Approved 3-0

93. Authorize the executive director to sell the building at 4167 Airport Way to SIS Flight for $300,000? The owner will sign a 30-year property lease, convert the building from air cargo to general aviation and anticipates spending $500,000 to double the size of the building. Approved 3-0

Action Taken at October 4, 2005 Meeting

94. Allow Port of Bellingham employees Internet access their retirement savings plan for loans and repayments. (Resolution 1215) Approved 3-0

95. Authorize the executive director to accept an extended federal grant to increase airline activity at the Bellingham airport? The port commission accepted a three-year, $355,000 Department of Transportation grant at the 9/3/02 meeting, vote number 89. The federal government extended the grant deadline to September 11, 2006; the port has $155,000 remaining of the original grant. Approved 3-0

96. Authorize the executive director to transfer the wood waste landfill site at the Bellingham airport from Georgia-Pacific to the port? Under the Georgia-Pacific property acquisition agreement, the port assumed responsibility for managing the landfill. The woodwaste landfill was constructed in 1984 and operated by G-P until 1992; it contains approximately 3,800,000 gallons of leachate. The Whatcom County Department of Health is managing the landfill under the state Model Toxics Control Act. Approved 3-0

97. Authorize the executive director to sign an amended contract for $16,703 with Bennett Engineering of Belling-ham for the airport wood waste landfill site? Bennett has monitored the site for 10 years; the commission at the 6/7/05 meeting, vote number 66, picked Bennett to continue the monitoring. The company completed a Model Toxics Control Act report, which recommended that the geology of the site be assessed to show how rainwater moves through the landfill. Approved 3-0

98. Authorize the executive director to sign a $45,118 contract with Vanderveen Family Transport of Bellingham for disposal of leachate at the airport wood waste landfill site? The landfill contains approximately 3,800,000 gallons of leachate, a toxic product created by rainwater filtering through the landfill. The contractor will dispose of the leachate between 11/1/05 and 12/31/06. The contract includes a 6.6 percent contingency fee of $3,000 for a total of $48,118. Approved 3-0

99. Authorize the executive director to award the low bid of $455,510 to American Construction Company of Tacoma for five maintenance projects? The projects are: $283,899 for repairs to the commercial fishing work dock in Squalicum; $78,755 for repairs to the Blaine commercial fishing work dock; $90,874 to upgrading the Bellingham Shipping Terminal pier; $130,000 for restoration of the bulkhead on the I&J Waterway and $46,968 for replacement of the Gate 5 electrical meter. The contract includes a 4.2 percent contingency fee of $20,000 for a total of $475,510. Approved 3-0

Action Taken at October 18, 2005 Meeting

Shall the commission:

100. Authorize the executive director to renew the port’s insurance coverage? The $477,712 property and liability insurance package (10/1/05–9/30/06) will be with AON Risk Services of Chicago. The acquisition of the Georgia-Pacific properties is the primary reason for the increase of $52,073 or 11 percent over last year. Approved 3-0

Action Taken at November 1, 2005 Meeting

Shall the commission:

101. Authorize the executive director to sign a $239,722 contract with American Construction Company of Tacoma for the I&J Waterway riprap repair project? Wave action has prematurely eroded parts of the 24-year-old riprap on the west edge of the waterway. This project will repair the damaged embankment with new rock, native saltmarsh plants and substrate placed within the riprap to provide fish habitat. The contract includes a 20 percent contingency fee of $48,000 for a total of $287,722. Approved 3-0

102. Approve the sale of the Web Locker restaurant to Captain’s Locker of Bellingham? The purchaser also owns Dos Padres in Fairhaven and will continue to do business under the name Web Locker. Approved 3-0

103. Sign a lease with Western Airways of Bellingham for office and hangar space? Western Airways provides firefighting, helicopter-logging services and repair services in the U.S.A. The lease is for one year beginning 11/1/05 and can be renewed for two one-year periods. Monthly rent will be $1,200 for the first year, then renegotiated. Western Airways parent company is VIH (Vancouver Island Helicopter) Aviation Group of Victoria, B.C. Approved 3-0

104. Approve consolidating Aluminum Chambered Boats lease and rental agreements? The company currently leases three office suites at the Bellingham Cruise Terminal and Buildings 6 and 7 of the Fairhaven Marine Industrial Park. The consolidation will add 60 linear feet of moorage at the Bellingham Cruise Terminal. Approved 3-0

105. Authorize the executive director to terminate a lease in the Bellwether Building with Wachovia Securities and enter into a lease for the same space with First American Title Insurance Co.? First American will enter into a five-year lease starting 2/1/06, which includes two five-year renewal options. The first three months are no rent “move-in” period. The monthly rent for the rest of the first two years is $12,374; increasing to $13,094 for months 25 through 42 to $13,815 for months 43 through 60. Approved 3-0
