Shall the commission:
79. Declare as surplus $11,400 in obsolete equipment? (Resolution 1198) Approved 2-0, Scott Walker excused.
80. Renew a lease with Alpha Distributors of Bellingham for hangar space at the Bellingham International Airport? This is a ten-year lease with the aviation repair and servicing business; the monthly rent will start at $9,115 and increase over the first five years to $12,153. Approved 2-0, Scott Walker excused.
81. Authorize the executive director to award the low bid of $39,975 to Kamps Painting of Lynden for the airport seal-coating project? It will repair the Bellingham International Airport parking lot. The contract includes a 15 percent contingency fee of $5,996 for a total of $45,971. Approved 2-0, Scott Walker excused.
82. Authorize the executive director to spend $64,868 for a security and surveillance system at the Bellingham Cruise Terminal? The current card swipe system is being replaced with a microchip card. The new system allows access when a chip card is entered, records the information on the chip, date, time and all the activity in the area. By allowing the Aronson Security Group of Seattle to purchase and install the equipment under its existing contract, the port will save time and money. This expenditure is covered by a federal grant (4/6/04, vote 41). Approved 2-0, Scott Walker excused.
83. Authorize the executive director to award the low bid of $259,377 to Callen Construction Company of Custer for the Marine Park shoreline restoration project? This project will build a riprap barrier on the northern 400 feet of park shoreline and two stone jetties to protect 300 feet of soft beach on the south. The project will make the area safer by removing the large chunks of broken concrete and also improve access to the water. The contract includes a 23 percent contingency fee of $78,000 for a total of $337,377. Approved 2-0, Scott Walker excused.
84. Accept a state grant of $35,000 for the Marine Park shoreline restoration project? This unsolicited grant was from the Washington state Department of Natural Resources. It will increase the project budget from the $420,000 to $455,000. Approved 2-0, Scott Walker excused.
85. Approve a one-year option lease agreement with Starlight One LLC of Bellingham for a restaurant and fish market at Bornstein Seafoods? This lease will allow Starlight to open a restaurant and fish market within the Bornstein operation similar to what the Tillamook Cheese Company did at their plant. The restaurant may require the city to change the zoning. The option fee is $1,000 per month with half of the fees applied toward rent. Approved 2-0, Scott Walker excused.
86. Terminate a lease with American Wood Treaters for property at the Sumas Industrial Park? American Wood went out of business in 1998, but still owns four buildings at the Sumas Business Park. The port has been leasing the property under the buildings to the owners of American Wood. The port will terminate the property lease with American Wood and lease the buildings from them for $8,400 a month. The money will be put in an escrow account to clean up the site that was contaminated with formaldehyde by American Wood Treaters. Approved 2-0, Scott Walker excused.
87. Sign a 5-year lease with Teal-Jones Lumber Services of Surrey, B. C., for five acres at the Sumas Industrial Park? The location is the former American Wood Treaters (see previous vote). The port will lease the four buildings and a port-owned building to Teal-Jones for $20,474 per month. The five-year lease will generate a net income of $894,000. The Teal-Jones operation will bring 25 new jobs to the area, possibly expanding to 80. Approved 2-0, Scott Walker excused.
