Action Taken at the March 2, 2004 Meeting

Shall the commission:

26. Approve the update to the Bellingham International Airport Master Plan? The master plan will guide the port’s efforts at running and improving the airport for the next 20 years. (Resolution 1167) Approved 3-0

27. Authorize the executive director to pay the state auditor’s office $28,992 for the annual audit? It is estimated that the audit will take 384 hours. Approved 3-0

28. Authorize the executive director to spend $64,877 to purchase pump equipment from KECO Manufacturing of San Diego? The port currently uses several brands of pump equipment. Each requires different maintenance and parts for repairs. The standardization of the equipment will increase the efficiency of the operations and save money. Approved 3-0

29. Authorize the executive director to purchase a new truck and a truck-mounted lift for $74,156? The truck will be purchased from Frontier Ford of Anacortes for $27,537 and the 40-foot truck mounted lift from Nelson Truck Equipment of Kent for a $46,619. Approved 3-0

30. Authorize the executive director to sign a $127,850 contract with Zervas Group Architects of Bellingham for architectural and engineering services to remodel the airport terminal? The project to enclose the baggage claim area is estimated to cost $1,310,000. It is being paid for from a passenger facility charge that has been collected since 1999. Zervas was chosen from four firms that responded to two ads the port ran in The Bellingham Herald last December. Approved 3-0

31. Allow the city of Bellingham free use of port assets in connection with the city’s centennial celebration? This permit will allow the city to use the port’s former administration building on Cornwall and a portion of Warehouse #2 from March 13 through May 15. The administration building will be used for a community art studio and the warehouse for assembling and storing parade floats. Approved 3-0

32. Approve a renewal and modification of the lease with Harbor Enterprises? Harbor Enterprises does marine fabrication and supply under the name Redden Marine. This five-year lease is the final renewal option under the current agreement. The monthly rent will be $2,577 ($10 per square feet) the first year and increase by 3 percent each of the remaining four years. Approved 3-0
