Shall the commissioners:
88. Recognize Sue Conger for her 20 years of service with the Port of Bellingham? When Conger retired on August 31, 2004, she was the secretary for the executive director. (Resolution 1200) Approved 3-0
89. Authorize the executive director to accept a $423,851 grant from the Federal Aviation Administration? The grant will pay for the design and repair of Taxiways C, E and F and the removal of beavers and beaver dams (see vote 90 for details). The failing taxiways will be fixed and the retention pond will be returned to its designed capacity. Approved 3-0
90. Authorize the executive director to sign a $42,050 contract with the federal government for the removal of beavers and beaver dams? The U.S. Department of Agriculture will remove beavers and six beaver dams from the airports stormwater retention pond and prevent other beavers from relocating in the pond. Ninety-five percent of the project is being paid by a federal grant (see vote 89). Approved 3-0
91. Apply for a state grant to fund portable and fixed bilge pumps? The port is spending $84,000 to purchase seven bilge pumps for Squalicum Harbor. The grant would cover 75 percent of the purchase and installation costs. Approved 3-0

Shall the commission:
92. Authorize the executive director to sign an amendment with the state of Washington for the Weldcraft Steel and Marine/Gate 2 boatyard site grant? This amendment changes the expiration date from 12/31/04 to 9/1/05 and transfers $38,500 from remediation to the remedial investigation/feasibility study. Approved 3-0
93. Authorize the executive director to sign a supplemental lease agreement with the federal government for office space at the Bellingham airport? These changes will extend the lease for the Transportation Security Administrations offices from 11/1/04 to 10/31/05 and increase the cost by $18,000 to $134,000. Six months of project delays have increased the costs. Approved 3-0
94. Authorize the executive director to sign a change order with Cayman Construction of Bow for office improvements at the airport? This change order increases the contracted amount for the Transportation Security Administrations office improvements by $21,781 to $96,976 plus a $5,000 contingency fee for a total of $101,976. The change results from additions to the contract scope and the cost of materials. Previous votes on the office improvements, 11/19/02, vote 109; 10/21/03, vote 86 and 2/3/04, vote 24. Approved 3-0
95. Authorize the executive director to accept a $35,000 grant from the federal government for the Portfields Initiative? The Port of Bellingham is one of three ports in the nation to be selected for this waterfront revitalization and coastal resource restoration program. The grant will fund a study of Squalicum Creek waterway ($5,000) and establish a local Portfields office ($30,000). Approved 3-0
96. Authorize the executive director to sign an agreement with the state of Washington to complete a remedial investigation/feasibility study at the I&J Waterway site? The port and other parties have investigated the site since 1995. The state Department of Ecology determined that the site is contaminated and issued potential liability letters to the port and Bornstein Sea Foods. The estimated cost of the investigation/study is $300,000. Bornstein and the port have agreed to enter into the study with the state, which will allow the port access to grant funds for their share of the project. This vote allows public comment on the draft investigation/study. Approved 3-0
97. Authorize the executive director to enter into a $37,000 contract with Moffatt and Nichol Consulting Engineers of Long Beach, CA, for the I&J Waterway investigation and restoration design? There is a premature failure of the 24-year-old riprap on the west edge of the waterway, near Bellwether Way. The U.S. Coast Guard is conducting a similar study on their section of the riprap. The port and Coast Guard will be coordinating their efforts through Moffatt and Nichol. The contract includes a 15 percent contingency fee of $5,550 for a total of $42,550. Approved 3-0
98. Authorize the executive director to award the low bid of $162,920 to Boss Construction of Pacific, WA, for the Squalicum Way bulkhead project? The project will construct a steel bulkhead on the waterside of the existing timber bulkhead, fill the space between the two bulkheads, build a concrete sidewalk/pile cap over the fill and repave the abutting roadway. The contract includes a 10 percent contingency fee of $16,292 for a total of $179,212. Approved 3-0
99. Authorize the executive director to award the low bid of $21,597 to ThyssenKrupp Elevator of Kirkland for repairs at Marine Industrial Park? The freight elevator in Building 7 has been red tagged for about two years, but was not fixed because the previous tenant did not use it. The current tenant at 807 Harris Street, Aluminum Chambered Boats, will be using the elevator. The contract includes a contingency fee of $5,000 for a total of $26,597. Approved 3-0
100. Authorize the executive director to sign the amendment to the letter of agreement with the state of Alaska? This amendment will reduce the overlap in equipment needed for ferry terminal security. For example, the number of cameras will be reduced from 30 to 20 and provide the same coverage. Approved 3-0
101. Authorize the executive director to spend $94,649 to purchase and install security and surveillance equipment at the Bellingham Cruise Terminal? This will bring security into compliance with the plan approved by the U.S. Coast Guard for the Alaska Marine Highway system. The federal government and the state of Alaska will compensate the port for the purchase and installation of the equipment. Approved 3-0
