Action Taken at April 14, 2003 Meeting

46. Accept two bids for window, door and roof repairs at the Bayview Cemetery Mausoleum? $38,952 to Ebenal General of Bellingham for windows and doors and $29,053 to Hytech Roofing of Lynden for the roof. AB15618 Approved 7-0

47. Purchase 40 acres from John and Tanie Sutley for $379,000? This commercial forestry zoned property is in the 3000 block of North Shore Drive and has high voltage power lines running through it. Money is from Lake Whatcom Watershed Acquisition fund. The value is $75,000 plus $304,000 in timber the city may selectively log according to John Watts. AB15619 Approved 4-3 Terry Borneman, Bob Ryan and Grant Deger opposed.

48. Purchase the final 1/3 interest in a 2.6-acre parcel for $13,750? The city already owns 2/3 (June 2002, page 15, vote 56) of the parcel. It is located north of Reveille Street, south of Democrat and between Racine and Verona Streets. Money is from the 1997 Beyond Greenways fund. The property is to be used for park purposes. AB15620 Approved 7-0

49. Purchase 3,144 square feet of tideland from Olga Barada for $965? This industrial zoned parcel is located adjacent to and north of Roeder Ave between ‘B’ and Central streets. Money is from 1997 Beyond Greenway fund. The seller stipulated the property only be for public use. AB15621 Approved 7-0

50. Purchase of .56 acres from Gary M. Rusing and Richard C. Platte for $40,000? One-half the money is from the stormwater fund and the other 1/2 from Beyond Greenway. The city-owned Greenway corridor from 30th Street to Fairhaven Park is now contiguous. AB15622 Approved 7-0

51. Extend the deadline from 5/31/03 to 11/30/03 for the construction of a traffic signal at Lakeway Drive and Birch Street? Construction/occupation of homes will be delayed to coincide with the traffic signal installation. This extended deadline will allow more time for right of way acquisition and utility relocation. AB15626 Approved 7-0

52. Offer frequent player discount rates at the Lake Padden Golf Course? The discount (18 to 30 percent) will be competitive with other golf courses. This program is for two years and may be extended by agreement of staff, the advisory board and the golf committee. AB15623 (Resolution 2003-07) Approved 7-0

53. Approve $31,586,292 in modifications to the 2003 adopted budget to account for differences between estimated and actual year-end balance? AB15598 (Ordinance 2003-04-14) Approved 7-0

54. Reauthorize $6,388,903 in 2002 budgeted funds to pay for goods and services ordered in 2002 but unpaid at year-end? The budgeted reserves are now $89,975,060 compared to $92,753,540 at this time in 2002. AB15599 (Ordinance 2003-04-15) Approved 6-0, John Watts excused.

55. Reauthorize $14,698,028 to pay for goods and services that were authorized for acquisition in 2002 but no purchase orders or contracts were issued by year-end? AB15600 (Ordinance 2003-04-16) Approved 7-0

Action Taken at April 28, 2003 Meeting

56. Accept the low bid of $356,019 from American Lafrance Northwest of Portland, OR for a fire engine pump truck? The 2003 budget has $1,104,000 for replacement vehicles. AB15618 Approved 6-1, Barbara Ryan opposed.

57. Revise the complimentary play policy at the Lake Padden Golf Course? The city does not keep a record of free games. The state auditor recommended more closely monitoring the gratis use of the golf course which could increase income. AB15647 Approved 7-0

58. Allow Whatcom County Water District No. 10 to provide Bellingham water to the 28-lot development of North Shore Estates on North Shore Road? Additional lots in the development will need city approval. (See Tom Pratum article on page one for more information.) AB15648 Approved 6-1, Barbara opposed

59. Submit to Whatcom County voters a property tax levy to fund Medic One emergency services? See page 18, votes 84 and 93 for details. AB15601 Approved 7-0

60. Allow a 47' height (another story) for the building on the southwest corner of 13th where zoning restricts height to 35'? A public restroom sign and public restrooms will be provided in exchange for the overheight variance. AB15650 Approved 7-0

61. Give final approval for the Northwest Road plat? Thirty-two single-family homes (5 per acre) can be built west of Northwest Road, 900 feet north of Bakerview. This plat is accessed by a new road called Garland Lane and includes open space and stormwater retention areas. AB15644 (Resolution 2003-08) Approved 7-0

62. Authorize the parks department to apply for a federal grant to fund a splashpad and playground upgrades at Fairhaven Park? A request for $164,800 in federal funding will be prepared. The wading pool at Fairhaven Park will be replaced with a splashpad (currently popular in other parts of the world). AB15646 (Resolution 2003-09) Approved 7-0

63. Purchase the lot on the northwest corner of Flora and Unity Streets for $146,200? The site will be used as a parking lot for currently unknown development in the area. Funding is from parking reserves and revenue from parking will help offset the cost. AB15605 (Ordinance 2003-04-17) Approved 7-0

64. Amend the 2003 salary plan for senior assistant city attorneys to include wage steps 5 and 10 percent above current limits? Funding would be from deletion of one assistant city attorney position, reallocating $46,088 and appropriation of $2,672 from the street fund. The five current senior assistant city attorneys may be moved to the higher steps to entice them to remain city employees. AB15603 (Ordinance 2003-04-18) Approved 7-0

65. Approve a job reclassification and retroactive pay increases for the public works GIS analyst? $1,037 from the street fund budget will be used to supplement the funds included in the 2003 salary and benefits budget for back pay and pay increases for the position. This reclassification is retroactive to January 1, 2003. AB15613 (Ordinance 2003-04-19) Approved 7-0

66. Accept $14,800 in grant funds for creosote removal and $21,500 for a fish forage project? A temporary city staff position will be created in the public works department rather than hiring a consultant. AB15614 (Ordinance 2003-04-20) Approved 7-0

67. Appropriate $6,118 in the solid waste fund for three positions to clean areas of the identified as litter problems? The Saturday litter patrol program budgeted in prior years will be reinstated. For litter cleanup call 676-6850 and ask for Don Knutson. AB15624 (Ordinance 2003-04-21) Approved 7-0

68. Authorize $2,214,100 for three projects? Appropriate $1,164,100 for preliminary work on widening Sunset/Mt. Baker Hwy from two lanes to five from Woburn to Britton Road, $800,000 for the Squalicum Berm project and the $250,000 for the Central Avenue project between Prospect Street and Maritime Heritage Park. AB15625 (Ordinance 2003-04-22) Approved 6-1, Barbara Ryan opposed.
