Action Taken at April 1, 2003 meeting

26. Authorize the executive director to lease office/show room space at the Bellingham Cruise Terminal to Aluminum Chambered Boats of Bellingham? The boats (manufactered in Bellingham at 806 Harris) are for recreational and commuter purposes. Approved 3-0

27. Authorize the executive director to sell seven shipyard cranes and two office trailers to All American Marine? The cranes and trailers were purchased from the Bellingham Bay Shipyards for $37,000 and are currently leased by All American Marine. The sale price is $28,000 and represents approximately 75 percent of the initial expense. Approved 3-0

28. Authorize the executive director to amend an agreement with CH2M Hill of Bellevue for work at the Bellingham International Airport? The additional cost of the changes to the port is $13,950 more and places the final cost at $373,410 with the FAA funding 90 percent of this project. Since the original agreement was signed, the Federal Aviation Administration (FAA) has decided on some changes to the project. 1. Bravo taxiway will not be just resurfaced, but will be relocated 50 feet south of the current location. 2. The FAA has approved the port in using its own engineering staff to prepare FAA documentation, get permits, prepare bid packages, and manage the project; thus, the scope of CH2M’s contract has been reduced. Approved 3-0

29. Authorize the executive director to execute an agreed order with the state Department of Ecology for sediment remediation at the Weldcraft site? This order will reduce the cost of the project from $1,424,000 to $742,000, while addressing the requirements of the Model Toxics Act. Approved 3-0

30. Authorize the executive director to award a $100,000 contract with Ebenal General of Bellingham for improvements to the Bellwether Building? The improvements (carpeting, lighting, walls, and doors) to the unfinished portion of the building will enable staff to market the space more easily, reduce the costs and minimize the disruptions to current clients. Approved 3-0

31. Certify the auction of vessels and storage items? The vessels and dry storage items were seized for non-payment of moorage and storage fees. The auction was held on April 24, 2003. Approved 3-0

32. Sell 42 acres of port property at the Sumas International Cargo Terminal? There are three separate buyers (Anisworth, AWT and SE2) who have requested purchase options on 14.6 acres of the 42 acre property. Rather then authorize purchases on a case by case basis, the port is speeding up the process by selling it all in one chunk. Commissioner Scott Walker voiced opposition to the action as it reduced income and could make the port more reliant on taxes in the future. Approved 2-1, Scott Walker opposed.

33. Approve a joint marketing agreement with Peter Paulsen for advertising Bellwether on the Bay and its services throughout the Pacific Northwest? The port and Paulsen will each contribute $50,000 for the effort. Both parties will be required to sign off on all the advertising, but only the port will sign the checks. Approved 3-0

34. Ratify a new six-month lease with the Bellingham Technical College? The lease for 1,200 square feet at the Harbor Mall is for the school’s nursing program. The rent will be $900 per month. Approved 3-0
