Action Taken at January 7, 2003 meeting
1. Authorize the executive director to sell property valued at $10,00 or less? State law allows the port to authorize the managing official to sell such property, but the authority must be renewed annually. (Resolution 1029-H) Approved 3-0
2. Delegate certain powers to the executive director through January 31, 2004? The executive director is authorized to execute certain leases and contracts without immediate commission approval through January 31, 2003. This resolution extends the authority for one additional year. (Resolution 1106-D) Approved 3-0
3. Clarify real estate broker compensation? This will modify the 1989 realtor compensation policy to indicate that the port will not pay any compensation on no rent periods. Realtors are paid 5 percent of all rents collected during the rental period on property they rent for the port. (Resolution 1174) Approved 3-0
4. Reappoint John Carter as auditor for the 2003 fiscal year? RCW 53.36.010 requires the port appoint an auditor to ensure accountability of funds each fiscal year. Approved 3-0
5. Extend the interlocal agreement with the city of Bellingham for the Way Finding system to December 2003? The agreement was for the installation of both signs and kiosks. The signs have been installed but the kiosks are not due to be completed until this summer. The signs came in under budget and the remaining funds have been carried over to the 2003 budget. No additional funding is needed. Approved 3-0
6. Sign a $85-a-month lease with the city of Bellingham for a pair of single mode fiber? The line runs from the Harbor Center Building to the Nelson Building (see vote 234 on next page) and the lease will end December 31, 2003. Approved 3-0
7. Approve the election of officers and dates of regular port meetings? The commission officers will be: chair-Ginny Benton, vice-chair-Scott Walker, and secretary-Doug Smith. Meetings will be held at 1801 Roeder Avenue the first and third Tuesdays of the month at 3 p.m. Commissioner Benton proposed some regular meetings be held at other locations throughout the county to enhance public participation. Approved 3-0
8. Approve nominations to committees? Assignments are for commissioners and staff.1 Approved 3-0
9. Extend the Federal Aviation Administration (FAA) contract for relocating its equipment on Runway 16 to December 31, 2003? The FAA must move its equipment at Runway 16 because the end of the runway was lengtened by 50 feet. The original contract ended on December 31, 2002. Approved 3-0
10. Adopt the rental revenue standards for fiscal year 2003? The port must make an annual review, comparison and adjustment of its rental rates to those of the general market place. The port has found most of its rates to be comparable to local rates, but will be reducing the rates at the Harbor Mall, Marina Square and areas of Fairhaven Station to fill some longer-term vacancies. There will be a slight increase to the base rent at Squalicum Esplanade and the Bellingham Cruse Terminal to bring them up to the market average. Approved 3-0
11. Appoint the Industrial Development Corporation2 officers and establish the dates of meetings for 2003? The officers will be chair-Ginny Benton, vice-chair-Scott Walker, secretary-Doug Smith and treasurer-Port Auditor John Carter. Meetings will be as needed and occur in conjunction with port meetings. Approved 3-0
